Concept Note for a Syrian-Syrian Dialogue, Juin 2018

The Syrian crisis can be understoood today as the interlocking of three systems: 1) the war system and economy, 2) the Syrian state and ruling elite, 3) and the international order and its intervention in the crisis. Through the analysis of the identified systems and their problematic interactions, we developed a new approach to resolving the Syrian crisis. This new approach is based on an agreement between two Syrian sides; namely, the regime and other Syrian actors (businesses, civil society organizations, the Syrian expatriates, the Syrian refugees, and identity-based groups), not represented by the so-called Syrian opposition. This Syrian-Syrian agreement is built on two main foundations: 1) new tools and concepts, and 2) new assumptions and principles.
